В папке garrysmod есть два файла: steam.inf и garrysmod.ver
Если меняется steam.inf, то это мажорное (большое) обновление.
Если меняется garrysmod.ver, то это минорное (малое) обновление.
В данном случае произошло мажорное обновление. Постараюсь сегодня-завтра добавить обновление.

Минорное или мажорное?

Tested on Win7 and Win10 - work fine.
